Vallejo Neighborhood Housing Services, Inc. (VNHS) has been in business since 1980 providing homeownership assistance, affordable mortgage financing for first-time home buyers, creating affordable housing, and working in partnership with the City of Vallejo, NeighborWorks® America, Neighborhood Housing Services of America, and other partners to revitalize neighborhoods and provide opportunities for families to build wealth and an asset base for their futures. In the past nine years, VNHS has succeeded in producing over 608 low to moderate income first-time home buyers. As of June 2009, $165,803,681 million dollars have been leveraged in community reinvestments in Solano, Napa, and Contra Costa Counties, resulting in 4150 households served since 1996.

 The Organization’s Mission Is To:

 Facilitate the production, acquisition, rehabilitation, and preservation of housing for low- to moderate income individuals and families in order to combat community deterioration and preserve neighborhood stability.  

 To this end, Vallejo Neighborhood Housing Services (VNHS) develops, owns and manages housing in the public and community interests; expands credit opportunities to residents through education and product line; helps homeowners/residents to improve housing conditions; and fosters creation and development of locally based partnerships to address the physical, economic and social needs of neighborhoods.

Down Payment Assistance Loans and Closing Cost Grants

VNHS also offers low interest rate down payment assistance loans to first-time home buyers in the city limits of Vallejo. Depending on the area, borrowers may make up to 120% of the median income. Funds for these programs are provided by HOME and the Neighborhood Stabilization Program (NSP) utilizing funds provided by the city of Vallejo.  In addition to a low interest rate loan you may qualify for a closing cost grant of up to 3% of the sales price of the home.

 Acquisition, Rehab, and Sale

 VNHS acquires vacant, substandard and/or foreclosed housing, completely renovates it, and then sells it to first-time home buyers. This activity is a key component of neighborhood revitalization. These properties are frequently the center of ongoing criminal activity. The turnover of these properties to responsible homeowners is an obvious advantage to the neighborhood and the families that buy them.

 Homeownership is the single most important road to building wealth and economic independence for most Americans. When families buy a home, they begin building an asset that can be used to finance a college education, start a business, or be passed on to their children.

Homeownership often means stability and security for families, reliable housing costs, and the freedom to make choices about such simple matters as pets, paint colors, gardens, and more.

repair credit, save down payments, and transform themselves into informed, ready buyers.

 The NeighborWorks® network of community-based organizations, such as VNHS, is dedicated to strengthening and revitalizing communities.

 

and Benicia. The Vallejo program is funded by HOME funds via the City of Vallejo. The city of Benicia program utilizes Community Development Block Grant (CDBG) funds.

 Paint Grant Program

 VNHS offers exterior paint grants to owner-occupants in the city limits of Vallejo at or below 80% of the median income. The owner is simply required to choose the paint, and VNHS will hire the painter and ensure that the house is painted to the owner’s satisfaction. This program is made possible by an allocation of Community Development Block Grant funds.

Home Buyer Education 

VNHS offers a Home Buyer Education course; an eight-hour HUD certified class designed to meet the needs of the target audience. Participants receive training on such topics as budgeting, credit issues, house hunting, real estate contracts, financing options, closing documents, homeowners insurance, post-purchase maintenance, and foreclosure prevention.  In addition, participants meet with a counselor for one-on-one in depth counseling.  All staff teaching these courses are trained and certified in Home Buyer Education, Mortgage Lending, and Foreclosure Prevention.

 Post Purchase Homebuyer Education

 VNHS offers one-on-one post purchase education to owner-occupants facing mortgage default. Certified counselors help with negotiating loan modifications and workout plans with the mortgage lender/servicer when needed and work with homeowners on their budgeting needs.

 First Mortgage Financing

 VNHS offers thirty-year fixed rate mortgages to persons in Solano, Napa, and parts of Contra Costa Counties who wish to purchase or refinance and rehab their primary residence.  This product is available through partnerships with Delta Lending Group, and other participating lenders.
